Carmel, Ind. – The Carmel Police Department have released an after action report, including bodycam footage, of a fatal officer involved shooting on January 31st.

Authorities say at 11:30AM police responded to a report of a man threatening suicide near West Main Street and Meadow Lane. 911 callers reported hearing gunshots in the area as well.

When officers arrived, they heard gunfire coming from inside the residence. Police began to secure the area and evacuated neighbors for their safety.

The suspect, later identified as 60-year-old Kevin Scales, fired multiple shots during the next 82 minutes. Bullets struck multiple vehicles, including a police unit with an officer inside.

The SWAT team responded and attempted contact with Scales, but he would not talk to officers. Scales exited the residence, armed with a rifle. After officers ordered him to drop the weapon numerous times, he raised the rifle toward police and was shot. Scales was transported to a local hospital where he died. No officers were injured.
