According to reports [1], Rep. Liz Cheney’s husband’s law firm has a number of Chinese Communist Party-linked clients, including companies affiliated to the regime’s military, and employs former party members to support its enormous China practice.
Phillip Perry is a partner [3] at Latham & Watkins and is the husband of House Republican Conference Chair Cheney, who is expected to be ousted by Republicans due to her absurd comments regarding her own party and former President Donald Trump.
Rep. Cheney’s husband’s law firm, which has offices [4] in Shanghai and Beijing, has worked with various companies that have been characterized as “tools” of the CCP by both collaborators of the People’s Liberation Army and the U.S. State Department.
Perry, who worked in the George W. Bush administration before joining Latham & Watkins, has supported the “revolving door” between government officials and lobbying and law firms in past statements.
“The term ‘revolving door’ implies people going in and out of government in order to obtain monetary gain. The reason people go into government is to serve their country. It’s not appropriate to describe that as a ‘revolving door.’”
While Perry professes to have entered politics to help his country, his colleagues are assisting a foreign, hostile nation.

Latham & Watkins identifies itself as “advising [6]” CCP-linked technology business Tencent on its investment in an American company as part of its “Greater China Practice. [7]”
Tencent has been labeled a “tool of the Chinese government” by the State Department’s Bureau of International Security and Nonproliferation, which claims the business has “no meaningful ability to tell the Chinese Communist Party ‘no’ if officials decide to ask for their assistance.”
The State Department report says that Tencent delivers “a foundation of technology-facilitated surveillance and social control” in an effort to better enable the CCP’s capability “to shape the world consistent with its authoritarian model.”
Latham & Watkins has also bragged via their own press releases about how it “persuaded [8]” the US government to remove restrictions imposed under the Trump administration on China COSCO Shipping Corporation Limited, a state-owned Chinese shipping company.
“Latham’s global Sanctions Team successfully represented China COSCO Shipping Corporation Limited (COSCO), a Shanghai-based transportation services conglomerate and Chinese state-owned entity, in its efforts to lift sanctions imposed by the US government against one of its oil tanker subsidiaries. On January 31, the US Department of State (State) and the US Treasury Department’s Office of Foreign Assets Control (OFAC) removed a COSCO subsidiary and one of its former executives from OFAC’s Specially Designated Nationals (SDN) and Blocked Persons List.”

COSCO is a contentious Shanghai-based logistics business [10] that has been dubbed [11] a “thinly veiled arm of the Chinese military” by a House of Representatives task force. On COSCO’s website, 11 of its 13 executives brag of their high-level Chinese Communist Party links [12].
To make matters all the more salacious, Latham & Watkins also hired on former CCP loyalists. One such example is Hui Xu who in his own bio on Latham & Watkins’ website [13] is described as having worked for China’s Ministry of Commerce.
“Prior to private practice, Mr. Xu was a member of the in-house legal department at the China Chamber of Commerce under the Ministry of Commerce of China, where he handled trade remedy, intellectual property, and World Trade Organization matters.”
Rep. Cheney’s husband’s firm has also tracked the CCP’s legislative developments [14], and in the past has even praised the CCP’s “vigorous [15]” approach to various environmental endeavors. As recent as December of 2020 [16], Latham & Watkins showered China’s Five-Year Plans with admirations due to it addressing “an increased focus on climate change and a more open trade environment.”
