They always report last because they may have had to manufacture votes and get the union guys to deliver where needed to balance the books. The Post office helps where it can and other then that the only other reason would be; local people, from local schools, taught by union teachers, that can’t count, add, or subtract. The last sentence is purely speculation on my part.
