Pikesville, Maryland – Body camera video footage released by the Independent Investigation Division (IID) of the Maryland Attorney General’s Office has shed light on a fatal police shooting that occurred at a gas station in January. The incident involved three police officers firing upon 29-year-old Sha-Kim Akil Webley, a resident of Windsor Mill. Webley was pronounced dead at a nearby hospital, while no officers or bystanders were harmed in the shooting.

According to the IID, an investigation into the incident is still underway. However, the names of the officers involved have not been released due to “specific security concerns.” The release of the footage was also delayed to allow for the redaction of sensitive information and to give the involved parties an opportunity to view the video beforehand.

On January 9 at approximately 11:25 a.m., the Baltimore County Police Department responded to a 911 call reporting a domestic disturbance involving an armed man at a hotel on Reisterstown Road. Upon arrival, officers discovered that the suspect had already left the premises on foot.

The recently released video shows one of the officers entering a convenience store located in the 500 block of Reisterstown Road. The officer proceeds towards the back of the store, where Webley, wearing a hooded sweatshirt, is seen. Within moments, Webley brandishes what appears to be a handgun, prompting one officer to retreat from the store alongside another officer. The officer takes cover behind a parked patrol vehicle while drawing their own weapon.

As officers closely monitored Webley inside the store for approximately ten minutes, they reported seeing him holding a gun. Notably, there was one civilian present in the store—a clerk behind the counter. Suddenly, a muted gunshot rang out, followed by an observation from one officer that the shot appeared to be a blank since it didn’t shatter the glass.

Subsequently, Webley exits the store through the front door, prompting officers to open fire immediately. Webley is struck and falls to the ground. Despite repeated commands for Webley to drop the gun and show his hands, he remains motionless with the weapon still in his possession.

After a seven-minute interval, officers equipped with a ballistic shield cautiously approach Webley. One officer retrieves the firearm, while another administers medical aid, including applying a tourniquet to Webley’s leg.

An extensive investigation into the circumstances surrounding Webley’s death is ongoing, and the IID anticipates issuing a report in approximately four to eight months. Maryland Attorney General Anthony Brown will then determine whether any charges should be filed against the officers involved, as specified by a state law enacted in the previous year. Formerly, such cases were decided by local state’s attorneys.

Additionally, the IID is currently reviewing two other cases involving Baltimore County officers, one of which transpired the day after Webley’s shooting. The second case involves the fatal shooting of Arnel Redfern in November, in which Redfern allegedly killed his wife before engaging in a gun battle with the police.
