Rockland, MA – A 26-year-old man, Cory B. Alvarez, was arraigned on Thursday after being accused of raping a 15-year-old girl at a hotel housing migrant families. Both individuals had been residents of the shelter since last fall. Alvarez pleaded not guilty to the charge of child rape during the arraignment held in Hingham District Court. The suspect has been ordered to surrender his passport and have no contact with the victim. The victim, originally from Haiti, identified Alvarez as the alleged perpetrator of the attack at the Comfort Inn on Hingham Street. Police responded to a report of the assault on Wednesday evening.

The arrest of Alvarez has reignited the ongoing debate surrounding the state’s policy of housing migrant families in hotels and the adequacy of safety measures in place to protect them. While expressing sympathy for the victim, Republican legislators and party leaders have pointed out flaws in the state’s emergency shelter system.

The Biden admin’s controversial CHNV parole program allows up to 30,000 Cubans, Haitians, Nicaraguans, and Venezuelans to fly into the U.S. after they’ve supposedly been vetted and have a sponsor in the U.S.
The recipients typically receive two year “humanitarian parole” grants, which allow them to apply for work authorization and live in the U.S.
According to CBP data, at least 138,000 Haitians have been brought to the U.S. since the start of the Biden admin’s program in January 2023.

The Biden admin considers this program a “lawful pathway”, and the recipients bypass the border entirely, flying over it instead. The program is an effort to cut down on high numbers of illegal crossings at the border.

State Representative David DeCoste, a Norwell Republican, commented, “The Commonwealth has failed this young girl.” Massachusetts GOP chairwoman Amy Carnevale echoed his sentiments, stating, “Incidents like this exemplify the state’s struggle to effectively manage the migrant crisis” and emphasizing the need to revisit and amend legislation regarding the right to shelter.

Governor Maura Healey’s office deferred comment requests to state prosecutors. Alvarez and the victim had been residing at the shelter since October but did not know each other previously.

According to Rockland Patrol Lieutenant Thomas MacDonald, the alleged assault occurred when the 15-year-old visited Alvarez’s room seeking help with her iPad. The complaint filed in court states that Alvarez asked the girl about having a boyfriend before pushing her onto the bed and assaulting her. The victim repeatedly asked Alvarez to stop, to no avail. She was subsequently taken to South Shore Hospital for treatment.

Alvarez’s girlfriend, who also resided at the hotel, returned with a friend while the police were investigating the incident. The friend conveyed to the police that Alvarez had been helping him with his tablet. However, the friend also stated that Alvarez told him, “we will just keep this between the two of us.”

Alvarez, who was found in possession of a Florida identification card at the time, was apprehended at 12:15 a.m. on Thursday. Rockland officials did not immediately provide a comment on the matter.

Rockland Police Chief Nicholas Zeoli stressed that the alleged rape is an isolated incident. He highlighted the department’s efforts to ensure the safety of the hotel by collaborating with the National Guard, who are stationed at the site.

State Senator Ryan Fattman, a Republican from Sutton, expressed his concerns about public safety in Massachusetts hotels housing migrants. Fattman called for more diligent oversight by the state when placing vulnerable populations in these locations. He emphasized that such incidents should not occur and stated, “They should not be put in dangerous situations, period.”

According to Governor Healey’s office, shelter residents undergo screening through sex offender registry systems during the application process. The hotel implements safety and security precautions, including a 24-hour staffed front desk, and prohibits illegal and violent behavior and sexual harassment.

As the news spread, residents at the Comfort Inn expressed their concerns. Marie, a resident who preferred to use her middle name for privacy reasons, stated that she always locks her door and remains vigilant. The alleged rape incident has further heightened her desire to leave the shelter.

Marie, originally from Marshfield, moved into the hotel in October 2021. She shared that she had witnessed drug overdoses but had never heard of a rape incident until now. Marie expressed her concern for the children residing at the shelter, stating, “It’s not right for them, either.”

The case has shed light on ongoing concerns regarding migrant shelter security and has prompted debates surrounding the state’s emergency housing policies. As the legal proceedings move forward, advocates and lawmakers will continue examining ways to ensure the safety of vulnerable populations within these temporary accommodations.
