In a significant turn of events, Hamas announced on Monday that it had agreed to a ceasefire proposal. This statement came just hours after Israel’s military issued evacuation orders for portions of Rafah, a city in Gaza that has provided refuge to over a million Palestinians.

According to Hamas, the head of its politburo, Ismail Haniyeh, informed Qatar’s Prime Minister and Egypt’s Minister of Intelligence about the agreement. However, Israel has not yet commented on this development.

State Department spokesman Matthew Miller confirmed Hamas’s response, saying, “We are reviewing that response now and discussing it with our partners in the region.” Speaking during the White House briefing, White House National Security Communications Adviser John Kirby also acknowledged Hamas’s response but refrained from commenting until the United States had fully reviewed it. Meanwhile, CIA Director Bill Burns, who leads the U.S. delegation in negotiations, is currently in the region.

While the specific details of the agreement remain unclear, most versions of the recent proposals include a temporary six-week ceasefire, the release of approximately 30 Israeli hostages held by Hamas, the liberation of Palestinians held captive within Israel’s prison system, and a substantial increase in humanitarian aid to Gaza. The cessation of hostilities would also create an opportunity for further negotiations.

Iran’s Foreign Minister, Hossein Amir-Abdollahian, revealed that he had spoken with Hamas leader Haniyeh, who confirmed their acceptance of the plan put forth by Egypt and Qatar. Haniyeh stated, “We sent Hamas’s response to the plan proposed by Egypt and Qatar to stop the attacks of the Israeli regime, exchange prisoners, lift the human blockade, and… now the ball is in the opposite court. We are honest in our intentions.”

However, it is unclear whether the proposal Hamas agreed to is one that Israel has previously supported or would be willing to accept. Avi Mayer, a former editor of the Jerusalem Post, reported that Israeli officials described Hamas’s announcement as deliberately misleading and deceptive. “Israeli officials are calling Hamas’s announcement that it accepts the current ceasefire agreement ‘a trick,’ saying it refers to a one-sided proposal that did not receive Israeli approval and includes terms considered unacceptable,” Mayer wrote. Former Israel Defense Forces spokesman Jonathan Conricus also raised doubts, suggesting that this reported Hamas approval appeared to be a tactic aimed at pressuring Israel into accepting Hamas’s terms.

Despite Hamas’s acceptance of the ceasefire proposal, Israeli leaders remain determined to carry out ground operations in Rafah as part of their comprehensive effort to defeat Hamas. The international community, including the United States, has expressed concern that such operations could lead to devastating civilian casualties given the large number of Palestinians seeking refuge in the city.

For several weeks, the U.S. has been urging Israel to reconsider its plans for a ground invasion of Rafah. The decision by the Israeli military to evacuate parts of Rafah came just a day after three IDF soldiers were killed and several others injured in a Hamas rocket attack at the Kerem Shalom border crossing, the primary entry point for humanitarian aid into Gaza.

As the situation continues to unfold, the world watches with anticipation, hoping for a lasting ceasefire agreement that can bring much-needed relief to the people of Gaza and pave the way for a peaceful resolution to the conflict.
